China improved quality of the toys exported towards Europe the 6/6/2008 with 8h29 by AFP

The authorities and the Chinese manufacturers have improved these last months, the safety of the toys exported towards the European Union, according to a report/ratio of independent experts published Thursday by the European Commission.

"The evaluation highlighted the fact that the Chinese authorities and manufacturers achieved significant progress in the taking into account of the concerns related to the safety of the toys", the Commission in an official statement indicated.

Since the massive recalls of toys in 2007, China , from where are originating 85% of the toys marketed in the EU, in particular, multiplied the inspections in the producers who had to improve their own system of control. It also reinforced controls on exports and withdrew their licence of export to 701 companies.

Despite everything, "well too many dangerous toys still make their appearance on the European market", noted the police chief with the Consumer protection Meglena Kouneva, whom will go to China from the 9 to June 13 to mediate with the authorities.

According to the report/ratio, the "weak link of the security chain" of the toys comes from the "minor actors" of the market, i.e. small Chinese and small manufacturers importing European who "have great difficulties with fully including/understanding and respecting the applicable legislation and standards on the matter".

The European authorities in charge of the control of the safety of the toys either always do not have the expertise necessary, underlined the Commission.

Lastly, the report/ratio, carried out by persons in charge for associations of consumers, manufacturers of toys, distributors or controlling authorities of the Member States, concludes that the safety of the toys cannot be guaranteed by a simple test at the end of the chain but must "be anchored in the whole of the process of design and manufacture of the product".

According to the European network of safety for the non-food goods of the Rapex EU, 417 Chinese toys were notified like dangerous in 2007, out of some 1.600 announced products.
